	Whilst the Sax organisation was in progress, the '48 revolution broke out, and the new government set aside the decree of 1845. Another plan for organisation was then issued, completely ignoring Sax. This called forth considerable comment. Berlioz wrote strongly on the matter in the "Journal des Debats," and the government was petitioned by many prominent musical and military men. In 1852, Albert Perrin issued his pamphlet on "The Organisation of Military Bands," which created considerable stir.¹ Sax was recalled, and the government issued the following in 1854, as the instrumentation for the bands of the Imperial Guards, and soon to the entire army :
